« Liberal States and authoritarian States are not on equal footing when it comes to the question of the enhanced soldier. Anthropotechnics represent a scientific and technological upheaval of historical significance. Research in this field is also a battle between the great powers, and progress is driven by geopolitics. Anthropotechnics are dominated by a few countries, the United States and China in particular. Avertissement : it is in the nature of authoritarianism to achieve significant progress more rapidly and, consequently, greater power if tyrannical power also includes a policy of leadership in science and technology, in a regime that could be likened to a kind of knowledgeable despotism ».

La phase du jour, sur la géopolitique du soldat augmenté,  est de Dominique Reynié,  au cours d’une intervention intitulée Politics facing the societal uses of the enhancement and their impacts for the Military,  au cours du colloque Enhancing soldiers : a European ethical approach.

Le colloque, organisé par le groupe de recherche EuroISME et le CREC Saint-Cyr, qui s’est déroulé en octobre dernier dernier, portait sur l’éthique de l’automatisation des combats. La robotisation des armes poserait, dans le contexte militaire, moins de problèmes éthiques que l’augmentation des performances des individus. L’écueil serait que l’homme ne devienne le “maillon faible” des systèmes d’armes automatisés.  La recherche vise à trouver les processus adéquat pour une meilleure intégration possible des militaires dans des processus de prise de décision, devenus automatisés. Le recours aux BCI, Brain Computer Interface, pourraient permettre, le cas échéant, d’accélérer les communications d’individus à machines et d’individus à individus.
